It depends if a woman's belly sticks out as far as her boobs. I love big boobs and its a pleasure to see a woman not wear a bra. I love it!!!
When I say women, I mean adult women over 18. I have no comment for women under 18.

the bra is invented to give a comfort and convenience to the women. I`m not feeling comfortably if I don`t wear bra, my **** are average, but they shake around and jump, especially if you are more physically active in your day. So, I definatelly enjoy the benefits of the bra.
the need of it depends on personal choice of course.

Yes. If they can't find a bra they could wear a tank top with a built in bra or a camisole.

helo r u sure u is a gurl they r not only cups a through c they up to like cup F and believe me the f is big huge and they have up to like F30 something if not 40 so yes you can my bras if ur boos r big and it definately good to where bras cuz then u look untidy and boos with look like cows r u a flat gurl u dont seem to have

good grief, how big are u talking about? Usually the bigger the boobs, the more of a reason that a good bra IS needed.

Yes! That is so nasty! I was in the store one time and this woman's boobs were hanging down to her belly button! I'm not even lying! You could tell she was not wearing a bra because they were all saggy and going every which way! YUK!!!!!!!!!!!
