How does one go about starting a hotdog or fruit cart type business in Los Angeles?

Where could I find the particulars on what is needed. I just talked to one that sells freshly cut mixed fruit bags for 3 dollars and he says he clears at least $150 a day. He didnt speak much english so I turn to you for help.

you have to get a permit if you do not want to be fined by the police and then you just hawk it like you are a kid selling lemonade

go to your local court house, because sometimes you have to have permits to vend on the street.
