because the soles of your shoes are too thick.
if you could bring yourself to wear lighter footwear, or, even better, none at all, there would be an excellent chance, that the rake's spikes pierce your foot instead. try it, and you will find that this will make the handle stay flat on the ground as if it was nailed down... which in a way it actually is ;)
