You go to a notions department or a sewing store and get strap keepers; they are satiny ribbons with snaps or hooks that are sewn or safety-pinned to the nearest seam in your dress shoulder or strap.

Double sided tape is probably the best way, although you can buy special clips that are supposed to hold your bra straps to another strap. I've never really understood how they work though.
Failing that you could always go with the detachable clear straps. If you are going to a concert, chances are it will be pretty dark anyway, so no one would see them.

To keep it from peeking out you could tie it with a piece of sting the keep it in closer, or you could get a different bra that are made to fit under a tank top. they are like a sports bra in the back but are normal in the front.... they really work.
