unplug one drive at a time, and see if it starts up.
when you get the one thats the problem,
you can go from there and see about fixing it.

and or, turn off the option
Halt on all errors

Is it a new machine and you just added something?
Is it an old machine with the same stuff it has always had on it?
Is it an old machine that you're trying to add something new to?
Is it an old machine that you've never seen actually up and running?
What's the model?

If you can answer some of this, you might find a good answer, but it's kinda hard to deal with what you have here. There are BIOS upgrades online for a lot of different PCs, but you have to go to the manufacturer's website to find them, usually.

i think you need a new computer...sorry

u could try to boot directly from hard drive, and not
CD nor floppy. (or vice versa)

if it boots off the CD or floppy, you know that the problem
is a bad hard drive...hopefully the data on the hard drive
wasn't that important, cuz it's more expensive to recover
than the cost of your computer

If it stalled at the BIOS then what does it say? There should be a error message that should explain why it didn't finish the booting.
