OKay the two things are water and a bunch of pebbles. Which will heat up faster(using a heat lamp) and which will cool down faster

It would be the water. The particles that water consists of are less tightly packed and that is why its a liquid. As a result it heats up quicker.
It will also cool down quicker.

It's due to the density of the objects (the pebbles would be denser) and the specific heat of each object. Water's specific heat is very high, so it would take longer to heat and also longer to cool down.
