Yellow shards are found in the same way that the Blue, Green, and Red shards are found in Ruby/Sapphire. The only difference is that in Emerald, shards in general are a little harder to come by.

To find them, try diving in the Mossdeep/Sootopolis City areas where-ever you see dark spots of water. Usually the shard will be hidden in a dark spot on the ocean floor or in a rock--much like the heart scales are hidden in rocks on beach areas in Hoenn. You'll have to do some searching to find them, but the good news is that unless you're trading from FireRed/LeafGreen, you won't need the Yellow shard (which nets you a Thunderstone) to evolve any Pokemon you find in Emerald.
