it actually comes form the 30's when women had to wash, condition and then heat set their hair in order to be in with the styles of the time. When a young man was to ask a lady out and she did not feel inclined to go, the perfect escuse was "but i need to wash my hair" (it was a night long process) These days we just wash and go and its over in about an hour but the expression is still used.

It's a line that Bette Davis says in the 1932 movie "The Cabin in the Cotton" - "I'd love to kiss ya' but I just washed my hair". I've never heard of anyone using needing to wash their hair as an excuse and who the heck invites out a woman with dirty hair anyway!

It's a revert back to the days when indoor plumbing was a novelty and to properly wash and rinse long hair could take an hour or so. Also to the early 1900's when women would typically 'set' their hair in curlers or braids after washing and that took time also so they would be unavailable to accept said offer.

way back when......women did not have hair dryers,[ except in the beauty shops] and most women could afford to go to the beauty shop for a treat.....so when they washed their hair and pin curled it or rolled it up they would sleep and let hair dry overnight. so when they were asked out that was their answer that they could not go out....people now a days use that as a excuse to avoid saying no.....

I don't know but it's such a stupid excuse. Is it going to take ALL day to wash your hair? I wouldn't be surprised if some guys have responded with "That's cool, I'll wait till your done. It should only take a few minutes, right?"
