It is indeed, Queen's Counsel. In England it is known as 'Taking the Silk, and is the highest barrister in the courts.

Barristers of at least ten years standing may apply to become queen's counsel. QCs undertake work of an important nature and are referred to as 'silks'

Queen's Counsel, it started in England several centuries ago and is used in Canada and other Commonwealth countries. The criteria for appointment as QC vary from provinces to countries, but they include the lenght of practice as lead counsel, practice in higher courts, etc.
