Well, whatever you decided upon, get a couple of 50 lb bags of concrete and throw them into your trunk for the winter. Big difference with traction on a snowy road, even with a small car.

Any four cylinder front wheel drive should do. If you're looking for something small try a Subaru Impreza, a Chevy Cobalt, I'm not sure about the Ford line. Most volkswagens are decent.
I prefer big and safe! I drive a 92 Buick Park Ave in the winter, it's a tank and gets through anything. I was rear-ended by a VW on New Year's Eve -- they slid into me. They crunched their bumper, I didn't get so much as a scratch. I laughed, wished them a happy and left. I thought the kid's mother was going to flip. If they hit my 68 convertible, they would have been dead but then again, I wouldn't take that out in the winter!

Toyota Yaris, good on fuel, handles well in snow, a breeze to park and handle. I put snow tires on mine in the winter to give me the extra safety on the road.

we live in ontario and our neon works great in the snow and is good on fuel

saturn vue hybrid, really inexpensive and great. also, chevy equinox is a small suv, the ford escape is good too.
