If someones DNA is on file, and in between crimes they had an accident and needed a blood transfusion, if they then went out to commit another crime, would the evidence point to the criminal or the Blood Donors?

No your DNA would not change. You have DNA in every cell in your body (bar red blood cells and platelets). The regeneration of cells and blood cells comes from so-called stem cells in various tissues. These all contain the same genetic information (DNA) and therefore so do all your cells.

Whilst the white blood cells in your body do contain DNA and these would be replaced by white blood cells containing foreign DNA, they would be replaced over the course of a few months or years until you had a completely homogeneous DNA make-up once again.

The criminal. Overwhelmingly, there will be more of his DNA in a blood sample, and so his own lines will show up on the gel far more strongly than any foreign DNA.

nope, red blood cells lack nucleus, the part that contains DNA, white blood cells, leukocytes, are not used in blood transfusions. so nope if george was a blood donor for bob- george's dna would not be in bob.
