Career development is individual oriented. It is to establish a path for employee career progression either within a company or within a profession.

Workforce development is company oriented. It is to establish sufficiently capable and skilled group of employees to perform necessary duties.

Career development is very relevant when you are studying. On the other hand workforce development come into effect when you are seeking for job. Although they are interlinked to each other but have distinguished compared to each other.
