All state civil laws are passed by state legislatures. Most law, esp. civil law, in the US is state law.

Federal law, civil and criminal, are passed by the US legislature (House and Senate).

There are also regulations and judicial common law that have the force of "law" but you wouldn;t call them "civil laws."

A civil law,as opposed to a criminal law, is a law for the regulation of society. Most are benign:

It may be a law setting the speed limit on state highways;

A law that allows a city to set up a utility district;

A law that requires insurance agents to be licensed and regulated;

A law the protects freedom of speech;

A law law regulating carrying concealed weapons [careful, this might get into criminal law enforcement];

A law protecting citizens from false advertising;

A law requiring the testing of blood donations before the blood is given to a patient

and on and on.

The more complex a society, the more laws are necessary to keep the society running.
