You need to use 2 different types of shampoos first start with Orvis (this gets any excess dirt and oil buid-up off the hair) and then use a blueing shampoo (Quiksilver, etc..). To help soften and keep the color bright get a bottle of Infusium (Wal-Mart) and Showsheen; mix 1 part Showsheen to 3 parts Infusium and spray over the whole horse if you want to. I have used this mixture many times on halter horses.

I guess it depends on what you plan on doing. If you are going to a show then look for a shampoo that would bring out the light colors on the horse. Example: One of the above shampoo's listed. If you are just going to wash your horse so that it is clean then I would use Mane and Tail. It's cheap, it's good, and it has a nice aroma.

They make some specially formulated shampoos for light colors. They have some brightening agents in them and they work really well.
It makes them shine and brings out the white.
White and Bright made by Farnam is good.
So is the one made by Oster called Snow white vanilla shampoo.

I like Quicksilver for my gray Arab, it really gets the grass stains out of his coat and tail.
