If you look at the pronunciation in a dictionary, either way is proper. Of course that may depend on what part of the world you are in. Dictionaries actually vary from place to place. However, if you are in the continental United States, either pronunciation is correct.

they are both correct but i think en-velope sound more casual than on-velope. on-velope makes you sound like you have an english accent. (not that english accents are bad). i say en-velope and so does just about everyone i know.
