Probably a telemarketer - they call from all kinds of unheard of #s so you can't call them back to ask them to remove you from their list! They do this to me all the time. Then, there's the tactic of having automatic machines doing all the talking and you have to listen for 20 minutes before you can press a button to be removed from their list - in that case - I simply hang up.
