I want to develop my biceps and triceps, suggest me.

The key to strength and tone, is by using the opposing muscles (antagonist) in sets. i.e. do a set of bicep exercises followed quickly by triceps before a rest.
Dumbells are pretty cheap about 15 quid from argos, and you can smash out the reps at home with little drama. Failing that calasthenics - using your own body weight, pull ups (underarm grip) press ups and dips are all good starting point.

Work on the endurance first to get get tone, for approx 3 weeks then add in power phase of 2 weeks, low reps 3-6 with as much weight as possible make sure you train to failure. If doing c`alasthenics the same applies but rather than weight go for speed - add a clap to your press ups tc.

At home try slow press ups and get a pull up bar. Dips are good too between two sturdy chairs, hands on one heels on the other and lower body into the gap - not too low at first! Start easy and build it up. Do more triceps than biceps because there's more muscle to build. if you want your arms to look great also work your shoulders, front middle and back. go to the gym i suppose!

Slowly for the best results and don't mess about with drugs.Eat plenty of meat, eggs ect but balance out the fat intake by plenty of all body activity..like swimming and eat grapefruit for breakfast as it helps break down fats.Then get your self a Bullworker and push that bit harder at the end of each session then move on to weight training but take it nice and slow. Rome wasn't built in a day.

You dont have to go to the Gym but you have to lift some sort of weights to make your muscles grow.

Do you want to be strong?? Dont take steroids

If you just want big muscles but with no power ? take steroids

Even if you do take steroids you still have to put the hours in the gym,you cant just take steroids and sit on your butt,you gotta work at it mate.

get some books from the library on relevent subjects,fitness etc .loads of stuff you can do at home using all kinds of materials already in situ, dips using chairs,pressups using stairs,crunches using sofa etc, do your research , check with fitness coach,works better with partner for competition and safety

Well actually the scientific name for them is "Guns". the best way is to keep flexing them whenever a sexy lady comes into the room and u wont go far wrong!
