Depends on the shirt and the occasion.
For instance: Military uniform dress shirts: Vertical breast creases 1 per panel. Horizontal shoulder crease, shoulder to shoulder in shoulder panel only on back of shirt. Back of shirt as entire panel, 3 evenly spaced vertical creases (1 middle 1 each side of middle crease). Sleeves each ironed flat, 1 crease down top using seam on bottom of sleeve as bottom crease.
Otherwise most civilian dress shirt simply require the removal of wrinkles and a single crease down the sleeve as described above.

I went to school back when Home Economics was offered and was taught by an old lady who had so much starch in her clothes, she couldn't sneak up on anyone! Here's how she taught me and it's a technique I still use today:
1. Spray lightly with starch and let it 'rest' for about 5 minutes
2. Iron the collar flat, then fold over and iron again (so that it stands up properly)
3. Iron the sleeves
4. Iron the back
5. Iron each side
6. Hang up if you aren't going wear it immediately

Get my mom or girlfriend to do it, or take it to a cleaners.
Or a little trick - tumble dry it and take it out real quick and hang it up. Usually does reasonably okay.
