Well, there's several things you have to put into consideration:

1. The land value of the Earth (probably in acres, and excluding resources):

Average land price X Actual amount of useable acres = Basic value

2. The economic resource value, minerals and materials,(probably in megatons):

Average price of an item X Amount of that item (For every item) And then just add the products and you'll have a decent estimate

3. The value of human life and capital (assuming you want humans on the planet as well):

The average price of a human X Amount of humans

The average price of a human is approximately equivalent to $10,200 (taking the total value of all world economies, estimated by the CIA to be approximately $61 Trillion)

I assume you're talking in US dollars? If you are, you're going to need a large bank account. But I'm sure you can do it eventually.

If you want to own the earth, you'll just have to go about it the old fashioned way. Form an army, pick a destination and kill all its inhabitants or at least as many as it takes to make an example to the rest them until they are willing to abdicate property rights. Then you incorporate these survivors into your army and proceed to your next designated conquest. Keep doing this and repeat as often as necessary until, eventually, the whole world becomes yours. Then decree an annual holiday to be celebrated by eating too much and watching football.

God said He made it, so I suppose He still owns it. Open a dialog with God by praying. After what Bush and the Republicans are planning to do to it, He might let it go cheap as it won't be any good to us here on earth and just make heaven smell like heaven's over a sewer.
