I am picking Barney Franks, a Democrat.
Foley, a Republican did the right thing & resigned when his emails were discovered , Although Congress knew about them since 2000 during Clinton's reign. He is gay.
Barney Franks is gay & discovered to have hidden a prostitution
ring run by Gobie near Capital Hill. Since 1989, he has been
re-elected to Congress by Mass in spite of knowledge by everyone. Obviously, he has no scruples so I think he would win by using his fists.

Steve Gobie, a "friend" and assistant of Barney Frank's, ran the prostitution ring out of Frank's apartment without his knowledge. When Frank discovered this activity, he fired Gobie immediately, and went directly to the House Ethics committee requesting an investigation.
The House Ethics investigation concluded that Frank had no knowledge of the prostitution ring. He did, however, get in trouble for fixing 33 parking tickets of Gobie's. The House voted 408-18 to reprimand Frank.
And in terms of a slap fight, I think they'd prefer a Dance-Off. I'm thinking Foley would take Frank easily. The dance moves would probably be a little more current.

Barney, obviously. Always pick the openly gay man over the closet queen. An openly gay man Democrat is always tougher and stronger than a weakling, closeted Republican.
One survived a scandal. One ran into "rehab" and blamed everyone from Jim Beam to Father McToucy for his behavior.
