The vice-president actually presides over the senate, although most of the time he is not physically present and another senator does the job. The vice-president is available if a vote on a bill is a tie, and his vote breaks the tie.

The sheer ignorance of some Americans is scary... It's one thing to not know the answer, but to give the wrong answer is just asinine... The answer is the Vice President... the speaker of the House is in fact the third in line for the Presidency but he is in charge of the House of Representatives (hence the title)
