I currently have Time Warner Cable internet. I am moving and I wish to go to DSL. I wasn't planning on paying to activate the home phone line as aI have a cell with plenty on minutes. With DSL, do you need an active phone line? And if so, do you need a special type of phone plan?

Yes I think you need an active phone line to be able to get DSL. No special phone plan needed. You may want to check how far your place is from the phone company's "central office" (this is just a bunch of hardware equipment they maintain to run the phone lines house in a building not an actual office where people work). The farther you are the slower the speed of DSL you get. If you're going to live in a house with a home security system you need a splitter or request verizon or service provider to split the line and need to put filters (provided by internet provider to filter out the noise of dsl) on phone jacks except on your dsl modem jack. This is not complicated stuff. If you live in a house you might want to check the faster Verizon FIOS (fiber optic) and request data only if available in your area (doesn't require to have a phone line with FIOS).

You do need a land line, and usually have to buy a special package along with the DSL...that's how the phone company gets you.
