Diamonds are gemstones made from carbon at very high pressure. I believe they are formed about 60 miles below the earths surface and then are forced closer to the surface from volcanic upheaval. Then they remain in what is known as a Kimberlite tunnel until they are mined and brought to the surface. Most of the world's' diamond production has been from the mines in South Africa, although there are large deposits in other African countries, Brazil, Venezuela , and Russia as well.
There are some deposits in North America in Canada and Wisconsin. One of the largest diamond producing regions in the
United States is the State Line Kimberlite District on the Colorado-Wyoming line. This may be one of the few places where amateur miners can find some diamonds. Diamonds
seem to be harder to come by for the amateur geologist than other gemstones because they are often way too deep and require large scale operations to find, but individuals have found some impressive stones above ground too, so you never know.

The link I am giving you is from the American Museum of Natural History and has good information about diamonds and diamond production. Hope you find some.

The real ones are mined in from the worlds volcanic sources . There are various grades of the diamonds coming from volcanic sources and also some semiprecious stones that when polished sparkle just like the best of them.
Unless you have a jewelers scope to check every diamond looking jewelry you see, its hard to tell the difference.
As for who makes them, its mother earth usually. And man for the looalikes.

Diamonds are made by extreme pressure within the earth acting on carbon deposits. You can't just "find" them anywhere. They are mined from deep deposits, mainly in Africa and Australia, and it's brutal work.
