it's an old microsoft software for IM and tele conferencing. It's not used much by personal users like yourself. It won't wreck your computer.
To delete it go to control panel, add and remove programs, and the windows components tab. It should be in there.

Microsoft NetMeeting is a part of Windows that allows for communications between people over the Internet.
Consider it like a version of Windows Messenger that allows for real-time two-way communicating via text, voice, video, and 'whiteboard'.
