He was nominated for an Emmy but not for L&O
He received an Emmy nomination in 1998 for his appearance as John Lange, the doomed victim in the acclaimed "Subway" episode of Homicide: Life on the Street.
And what the first person said about him being a diva because he said the work was stressful...that isnt accurate.
Chris Noth was brought in because...In late 2004, D'Onofrio experienced a health scare when he collapsed on the set of Law & Order: Criminal Intent on 10 November. He collapsed again at home a few days later and was taken back to the hospital for more thorough testing, where he was diagnosed with exhaustion. Subsequently, the series' producers decided to lessen his workload for the 2005–2006 season by introducing a second team of detectives, Mike Logan (Chris Noth) and Carolyn Barek (Annabella Sciorra). Probably because he's such a diva; he's tolerated because he is, in fact, an excellent actor who consistently turns out first-rate work; but most people in the entertainment industry will tell you he is hell to work with; for example, Chris Noth was brought on to L&O: CI because D'Onofrio said the job was "too stressful" for him.

I've wondered about that too. He is definitely very talented. Maybe he doesn't schmooze with the "right" people...?

...i heard he was a pain in the **** to work with. that's probably the reason why he's been snubbed.
