No. 200 liters is the equivalent of a 50 US gallon tank. Too small. Goldfish should be kept with goldfish, they put off a lot of ammonia, and prefer cooler water. Discus need pristine water conditions, they're very delicate. Arowana's get too large for most fish tanks. Here's a link, look up the individual fishes will tell you their care requirements and tank sizes. I'd go with either strictly discus or strictly goldfish.

arrowanas get quite large be alright till aro gets big but goldfish will soon be lunch!
