I just bought a really cute empire-bust, babydoll top (rayon and spandex). It emphasizes my bustline and ends at mid-thigh. What can I wear with this that will look really cute and body flattering (my measurements are 36-28-38, so I am bottom heavy which means no skinny jeans, etc)?

i love baby doll top. they really hide flaws and accentuate the curves and looks so cute. anyways u can wear a boot cut dark denim or a dark denim with flared bottom. they both will go with the top.

Some nice fitted boot cut jeans would work. Can't go wrong there.

you could pair it with straight black trousers.
if your feeling daring, i would pair it with black leggings (spanx makes slimming ones) and ankle boots, and i'd throw on some long necklaces to draw attention to my top half.

Any kind of jeans that look good on you. Or, just any kind of pants-- DON'T try skirts. :)
