Emotion, term commonly and loosely used to denote individual, subjective feelings which dictate moods.
In psychology, emotion is considered a response to stimuli that involves characteristic physiological changes—such as increase in pulse rate, rise in body temperature, greater or less activity of certain glands, change in rate of breathing—and tends in itself to motivate the individual toward further activity. Early psychological studies of emotion tried to determine whether a certain emotion arose before the action, simultaneously with it, or as a response to automatic physiological processes. In the 1960s, the Schachter-Singer theory pointed out that cognitive processes, not just physiological reactions, played a significant role in determining emotions.
Robert Plutchik developed (1980) a theory showing eight primary human emotions: joy, acceptance, fear, submission, sadness, disgust, anger, and anticipation, and argued that all human emotions can be derived from these. This gives answer to your second question. We can agree now that emotions can be identified. Lets eloboarate more on this topic. [ANSWER 2]
Psychologists Sylvan Tomkins (1963) and Paul Ekman (1982) have contended that “basic” emotions can be quantified because all humans employ the same facial muscles when expressing a particular emotion. Studies done by Ekman suggest that muscular feedback from a facial expression characteristic of a certain emotion results in the experience of that emotion. Since emotions are abstract and subjective, however, they remain difficult to quantify: some theories point out that non-Western cultural groups experience emotions quite distinct from those generally seen as “basic” in the West.
Hence we can here agree your first question that simple emotion like stress, happiness, anger, etc can be precieved as we use the same kind of facial muscle. But by all instance, you need to be from the same group of ethnicity to percieve more depth emotions. Like Indians, love to communicate their emotions by sacrifice or by showing few of the emotions which are unknown to europeans. [ANSWER 1]

Certain emotions can be generally perceived by others. Laughter, in general signifies happiness, however, it could also be a nervous reaction to what someone may be experiencing as uncomfortable. Simple gestures: facial and otherwise have universally generalized perceptions. A smile, shaking ones head in "no" fashion, a wink, clapping of hands these are all examples of showing emotions. Different cultures interpret emotional displays differently. In Italy a pinch on a women's bottom is a sign of flattery...in America usually sexual harassment. What ever the culture all human beings have different perceptual lenses they see through. If you've heard the expression perception is reality you'll understand that all of us see through our perceptual lenses that have been fined tuned by our own personal life experiences. Next time you hear someone yelling or shouting , if you listen carefully you'll be able to determine if they are yelling because they are angry or upset, excited about something, or perhaps yelling for help! If you're driving in your car and someone gives you the finger....you can guess they are angry at you, or put it into real perspective---- they 've got anger management issues!

Emotions are easy to identified by others, esp by those who know you well.
There are multiple answers to this question. It depends on what kind of emotion you express. Every one interprets emotions differently because we all grew up in different places, with different cultures and backgrounds, and most importantly, values taught my our parents/guardians. One who takes emtions personally gives others an impression that this person tends to over-react or easily affected by small little things. It's just an example

Some people have great emotional intelligence and are draw to people in emotional stress. Other people are alienated by other emotions and just shut off. It all depends on the individual.

If they can relate to the emotion and identify with it either by their personal exhibit of what they perceive to be the emotion, or by what they have come to understand as being that emotion.

If you meet a girl and open your eyes big, when you see her for the first time, she will note your implied emotion and will recognize it as a very pure one.

based on the experiences that the reciever has and the cultural and social environment(s) he or she is in. It's not easy but somehow we do it. People who can't, like kids with ADD or autism, seem very weird to us and their peers tend not to want to be around them.

Think about it, how do you determine what someone is feeling?
By observing there physical expressions?
Attitude, behaviour, making assumptions about how they think?
Truth is no one is capable of knowing what anyone else thinks or feels, we try and interpret based on how we think and feel. We relate to our own experiences.
