Pink contrasts the blue and makes it look brighter; in the same way, brown shaddow accentuates the blue and makes your eyes look brighter.
i think that you could get away with using both;
spread some pink over your eyelid, but only from the crease down; it doesnt matter wether the pink has a cool or warm undertone, as long of the rest of your make up has the same undertone.
in your crease, use a dark brown, and blend it.
above your crease, on the upper portion of your lid, you could use gold or a dark sand color; then, right in the arch of your eyebrow use a vanilla or bone color to make the space between your eye and eyebrow look larger.
eyeliner: using a finer point, line the lower lid, but not all the way. start at the side of your eye farthest from your nose and line to the edge of your pupil.
for the upper lid, use a black eyeliner, kind of thick, but not ridiculous. apply about two coats of mascara.
other colors:
smokey gray, silver, gold, lilac, plum, brown, pink
i dont know about your face shape...oval, square, heart shaped, squoval, whatever.
use an apricot blush for a warmer look, or a sugar pink if you want a cooler look.
lips: since you have dramatic eyes, you dont want to over do it with dramatic lips.... i suggest a light gold/pink with a coat of shicy gloss.

Go to Wal-Mart and look under the Almay section.. they have specific eyeshadows for your eye color that will bring out the color of your eyes and give you that dramatic look you're looking for. There is also mascara and eyeliner that goes with blue eyes. I have hazel, and I buy the hazel eyeshadow.. and it actually does bring it out. Put eyeliner on top and bottom of your eyes.. DO NOT put the eyeliner on the inside of your bottom lashes tho, put it underneath. Makes your eyes look bigger and better. Good lUck.

dont go with colors or types of makeup just because you think it will go good with your skin tone, try everything! i think sticking with what is considered flattering for your skin tone or eye color you could miss out on a ton of stuff that would look great on you. i think a lot of what looks good makeup wise has to do with your actual features and your personailty.if you like a dramatic look try a bright eyeshadow or an awesome shade of lipstick that you really like. experiment with a bunch of stuff and youll start to know what looks really great on you and what really flatters your features. just have fun with it!

it will be very difficult to tell you what make up you need. especially, we can't see you in real life. my suggestion is this, go with the look that you think you like. when it comes to look .. you know better what to suite you.
