Are you trying to find the perimeter of the rectangle?

W = (K/2) - 4 (the width is 4 inches less than 1/2 of its length)

P = 2K + 2W (equation of the perimeter of a rectangle)

sunstitute the first equation into W for the second equation
P = 2K + 2W
P = 2K + 2[(K/2) - 4]

now simplify
P = 2K + K - 8
P = 3K - 8

The perimeter is 3K - 8 (3 times the Length minus 8)

If the area is wanted, the data in insufficient to give a numerical answer. The area can be expressed as a quadratic function of k, but not further evaluated. Similarly for the perimeter, which will be a linear function of k.
