You are familiar with ocean tides. Just as ocean has tides our air also has tides. We notice it as wind or breeze. There are other reason for the wind also.
Now I will answer how the earth rotates.
According to big bang theory of the fomaton of the earth. It was formed out of the rotating bodies that collided. The pieces that flew out were still rotating. The law of motion says "boby in motion stays in motion". The earth is still rotating. In the sciencetific term it has the inertia.
Tides are cause mainly due to two forces, gravitational force of moon and the sun and rotation of the earth.
In France there are some experimental stations that are harvesting the electrical energy from the ocean tide.
The wind mills are the example of use of wind to do the work with wind, this method was in use before the invention of the electric city. To-day in California USA and many other places there are aecers and aecers of wind farm, to produce electrical energy.
As of my writing the electrical energy produced using wind and ocean is very expensive, some day I hope we will reduce the cost and we will see more and more of ocean turbine and wind mills. Like any thing there are some problem with these production methods that must be resolve. At this point, in remote areas wind mills are an excellent method of producing electrical energy. In spite of the cost.

As others have said, wind and tidal energy can indirectly harness the energy from earth's rotation. If you could somehow harness it more directly, you would be slowing down the rotation by capturing the energy. Ignore what others are saying about it spinning due to magnetics or whatever. It spins simply because the cloud of gas the solar system was born in began to swirl as gravity pulled it together, so everything is spinning and revolving around the center. Momentum keeps it spinning.

Just to clear up some mistaken notions. The tides are caused by the gravitational attraction of the sun and moon. Electricity is a force created by a difference in potential of electrostatic charges in atoms (protons and electrons) with electron flow (current) along a conductor (wire). When the sun and its planets were condensing out of a solar nebula some 4.6 billion years ago, eddys coalesced to form the various orbs we see today. Like one of the above answerer's said, momentum keeps them going. However, the sun is the ultimate source of most of the energy used on the Earth, and unless we use nuclear power, we are going to have to rely mostly on solar power, such as petroleum.

Earth rotates because it was spinning long ago, and hasn't spun down yet. We harness the power indirectly -- tides are caused by the rotation (and the presence of the moon and sun, naturally) and we can harness tide energy to make electricity.

earth rotates through its magnetic power. means it has a strong magnetic field at the centre(main source of gravity force on earth) and with the gravity force of sun, earth rotates itself at a certain distance from the sun.
but to generate electricity from it you need that kind of magnetic field

if u r asking by which power earth rotates,
its extraterrestrial Magnetic force which drives the earth.
but coming 2 second point, we cant derive power from its rotation directly due to physcal / mechnaical constrainst.
its an intersting idea,

we rotate because of the magnetic field (from the sun) it so big that we are pulled inot orbit around it. we can really harnes the power from it because we are going so slowly around the sun (and spinning) that we wouldnt be able to capture any charge.... and even if we were... how are we supposed to store a charge that big? how are we supposed to gather it to begin wiht?
