If you have a router, you can turn on a setting which allows you to decide when the computer will be able to connect to the internet.

I have a feeling you are trying to keep someone else off of the internet when your not around and if that is the case here is what you can do.
First: Downgrade the account that the other person is using to somethign less than administrative.
second: Login with an admin account and disable and/or change the internet settings.
third: logg back in as the other user and that user should not be able to mess with the network settings you just changed.

The simplest way would be to just unplug the Internet from your computer when your done using it, or turn off your computer, that's what I do.

You need to be careful about downloading free software, because some free software does contain spyware, which is something you do not want infecting your computer.

Windows XP has a Schedule Tasks that can be used to do this.

Go to START>CONTROL PANEL>PERFORMANCE AND MAINTENCE>SCHEDULED TASKS>in this window double click on Add Scheduled Task and the Wizard will walk you through it.
