I assume that you are using Windows XP.
● Goto Start > Control Panel (or Start > Settings > Control Panel)
● Click on Display.
● The "Display Properties" windows will appear.
● Switch to "Desktop" tab.
● Click on "Customize Desktop..." button
● "Desktop Items" window will appear. Switch to Web tab.
● In the box under "Web pages:", deselect all boxes.
● Also, see that 'Lock desktop items' box is deselected.

This should probably solve your problem.
A picture viewer could also be a cause of your problem.
Right clicking on the picture may give some options to help in removing the picture.

Sounds like u r using a picture viewer, full screen. Right click a couple of times, should get a panel up to reduce size, then close. Otherwise, shut down. It shouldnt be there when u reboot

Can you take a screenshot so I'll know what you're talking about? Just press Ctrl+Alt+Prnt Scrn. Then paste it into Window's Paint, save it, and upload it.

I assume you probably have active desktop running, disable it and let us know if the issue persists.
