It's probably WeatherBug...it's the severe weather alert. You can disable it in WeatherBug's preferences.

If you have a compaq or HP computer more than likely it is weatherbug.

Be very careful though about deleting it from your computer because thats what I did and now every time I turn on my computer an error message says that the specified module not found or something like that.

Pretty much it is in the computer to want to start the program when you start the computer but if you remove the program from the add/remove program list from your control panel then it will still try to start the program even if you have removed it from the computer.

This is because Compaq installs it in all of their computers.

You can double click on the icon that looks like a bug next to the time on the lower right hand portion of the screen and that will take you to weatherbug and from there if you want you can go to the preferences menu and put on alerts off.

They send you alerts for everything from "TORNADO COMING YOUR WAY" to "WARNING, SLIGHT CHANCE OF RAIN" and it gets very annoying hearing that stupid chirping noise.

There are some sound effects on PC's that you may have accidentally enabled. These effects are key-stroke effects to tell you when a particular function or protocol is being used.
You will need to open the toolbox that shows an icon looking like a toolbox. This may contain another icon titled sound effects with an icon that looks like a loudspeaker. Beyond this, I can't help you because I'm a Mac user, and it's a while since I used a Windows-based PC. Check out the link below for more help.

i have the same issue with my gateway - i think it is either the mouse (no not a real mouse, the mouse that points) or your fan.
