If your neighbor is running around barking and chewing and chasing then he/ she is mentally ill and
in need of psychatrict help. People usually don't
do this as a rule. If it is the dog then confront
your neighbor ( when he/she isn't barking,chewing
or chasing) and ask that the dog be chained up. If
that doesn't help then call animal control. By the way, how did the dog/neighbor get ahold of your shoes?
