Persistence!! ... apply at all of them and try to get numbers or emails of HR people, so you can follow up with emails. I had a friend who finally got his job on a ship, but it took him 2 years.

Stand on the beach close to a large port and when you see a cruise ship swim out to it - when you get close start waving your arms around and shouting, hopefully you took your megaphone along with you since you'll need it to make yourself heard above the noise of the engines and the happy, smiling champagne drinking passengers looking down at you in the water. The people on board will raise the alarm and you'll be on board before you can say "snap". Easy actually.
