For HR people. If you find my resume on Workopolis and you are considering me for a position and then you discover that I am residing overseas but willing to fly for the job after 5 business after a phone interview - would you still be interested to hire me ?

no...most companies look for someone who is readily available. move where you want to work.

It takes at least a month to get proper document in Canada for companies to legally invite a potential candidate for onsite interviews. Unless there is a shortage in the particular profession, someone will have to be very skilled in a particular field for companies to be willing to invest to time and money.

You would not be in my list of people to call first. I would call you only if there is something exceptional on your resume that I have not been able to find anywhere else. It is not being mean, it is just a matter of convenience.

Not without a legal work permit, unless you are a highly successfull senior executive.
