On Halloween night, each year, it is excepted by the residents of London, Arkansas, that Latta Starr will be out and about scaring cars on Highway 64. It was October 31, 1886 and Latta was a beautiful young lady on her way to her wedding. Latta, her mother, father, brothers, and sister were traveling in a horse drawn carriage down Highway 64, from London to Russellville where the Wedding was suppose to take place. Unfortunatly Latta never made it. The horse got spooked and went out of control. The carriage turned over and Latta's neck was broken. Her family survived. She was buried in Price Cemetary (also on Highway 64) West of London. Every Halloween unfortunate people on the road meet up with Latta. She is seen up and down the roads and ditches on Halloween night.
