I want to dress up like Tron for Halloween this year, but I am not sure the best way to create the blue glow that the characters in the movie have. Any ideas?

I would recommend using something called EL wire. Depending on how much you wanna spend and the look you want, you can go with simple EL tape or somehow put actual EL wire onto your costume (although its all fairly cheap, so its purely an aesthetics thing and whatever you want to do). Either way you go, you will definitely get a cool effect, and is probably the best way to recreate the blue glow like on the movie.
Here is a great site that has some EL wire and other accessories that you may find helpful

Here is a picture of a guy who made a Tron costume using EL wire:

The sell spray paint that makes your hair glow at costume stores, I bet if you put that on your costume it would work. Just a heads up though you will have to go into the light often to recharge it

Go out and catch about a billion fireflies then rip their glow parts off and rub on your costume. The light will last about an hour.

There are glow-in-the-dark paints. Even in spray cans. They are pretty expensive but cool. Just google for 'glow in the dark' paint.

Rub plutonium dust on it. If that's too difficult, dowse yourself with lighter fluid and have a cigarette. You'll be glowing, that's for sure!
