I have a Dell Inspiron laptop that overheats. I have to get a laptop cooler that doesn't scoot around on my lap yet works. Any suggestions? What kind of morons put a fan on the BOTTOM of a laptop? Idiots.

Last year a technician came to my place to 'supposedly' fix the fan. All I remember is he was complaining about his job. I don't think he touched the fan and just wanted him out of my place because I was tired of him constantly griping about how stupid Dell was, etc.
I have a Targus laptop cooler, but it's really flimsy, one of the 2 fans broke almost immediately because it's so cheap, and it's not strong enough to cool this little laptop.

I have a Targus laptop cooler I purchased from BB for around $30 that seems to work decently.

I'd just like to state that the 1st answer was retarded to boot.
Other than that, have you tried ringing Dell? They might have one they recommend, or if not, and it's a commonly known problem, you may get a repair (although it may cost you)
