Any NFL city can bid to get the game but they will only play it in places that are either warm or have a dome. Cities like Cleveland and Buffalo will never host it. Which is too bad a Superbowl in the snow would be fun to watch.

There aren't set cities but I'm sure the NFL sets specifications for the stadiums. Because of the time of year, I'm sure that if it's played in a northern city the NFL would require a domed stadium. I'm sure they'd require a set number of seats and probably boxed seats also. I'm sure the NFL would look at everything from stadium parking to number of hotel rooms in the city. For example, Green Bay will probably never host a Super Bowl.

Any of the NFL cities can host the S.B., but the nfl actually usually awards it to the team/city that has most recently improved their facilities. Obviously they want to have it in the newest stadium, in the most hip cities, that is why you see it in miami so much. I believe the next 3 or 4 stops have already been decided.

Only a few cities seem to get the super bowl and if it is held in the northeast they have to have a dome stadium.
