Yes it is. Look at it this way, it's easier to do something we shouldn't and then feel bad later than it is to abstain or ask for permission in the first place. It's part of our human imperfection.

The simple answer is and has to be: depends.
Depends on the 'crime' that needs to be forgiven and how forgiving that person is. Depends if they have decided to stop forgiving all that person's faults. Depends on what kind of permission is being sought.

i find it easier to ask for forgiveness after doing something because i know if i ask permission first, the answer would be no! at least if you dont ask, you're not going behind someone's back.....

If you ask for permission to do something, and permission is not given, then you are betraying that person of whom you asked permission.
If you just do it...and they object...you can truthfully say that you didn't know that it would hurt them. After that, offer an apology. See...it's easier.
Easier...but no less WRONG.
