Glue needs air to get sticky.

Glue is only sticky when it dries.

If you open the cap and let is sit a while, the glue will stick to the bottle.

When it is in the bottle, glue has a small surface area, therefore it does not dry as quickly. When the glue comes out of the bottle, its surface area increases (not physically, most of its surface area is just exposed) which makes it dry quicker and therefore, stick.
