I want to suscribe to a site, but the manager asks for my IP address, so he can check if i am in some "blacklist" of ip's banned, hehe, is there any risk?

This is a reasonable request. Your IP address isn't secret.

I know there's a way to get someone's address using javascript (like if they look at your page), so why would the manager even ask?

The address itself isn't the liability, it's if you download something that lets other people do stuff to your computer that's the problem. The IP address just tells them where to find the program that they sent you.

I would either make an IP up (change yours by one number or something... just as long as it's between 0.0.0.0 and 255.255.255.255) or refuse. Sounds fishy to me.

It seems unusual to me to ask for your IP, since it is already known to their server when you access their website. An IP address isn't really a secret though. If the company is reputable, there should be no harm, even though the step isn't necessary.

Check to see if the site is a secure site by looking at its key! in your browser menu options tools. If secure you should have nothing to worry about, if not never give ip address, but to be honest with you: If they wanted it they can sniff it from your browsing their website without you entering it so I wouldn't be concerned unless it is a suspicious site that could potentially have a malicious intent.

A hacker can use an IP address to try to invade your computer, especially if you don't have a firewall set up. But something is suspicious, I think. I'd be leery about this site if I were you.

No risk. You IP can easily be found anyway.
