NFL players have to abid by the NFL rules regarding uniforms. I believe as far as the stockings go it states that no skin can be showing. College teams, while they do have some uniform codes they must adhere to, are not as restrictive.

the nfl organization wants the nfl players to be comfortable while on the field and the college players are still playing football the tough way..by sticking out the cold and the weather

cause college players wanna show off how tough they look, and nfl players are smart and just wanna stay comfortable.

THE NFL UNIFORMS ARE REGULATED BY THE LEAGUE, WHEREAS MOST COLLEGE TEAMS CHOOSE THEIR OWN UNIFORMS.
