People seem to trim them from spring to fall but I'm curious if there's a best time or even a time before or after which you should definitely not trim them.

You can prune them anytime and generally nothing bad will happen. But the best time for you is now, when the sap has stopped flowing--well, let's say it's flowing much slower.

oringianlly im from kingston, ont so i know this question..spring is the best time for pruning cedar bushes ..after the winter the bushes will have some minor damages from the weather so you just prune the cedar ... dont for get to clean the cuttings and natural fall of the bush near the base of the cedar...

Don't prune conifers past July. Wait for new growth to set in spring, then work with what you want and what you don't want.
