I always was taught not to eat a "green" potato they said it has poison in it. But after 57 years and several times I have scrapped out the green I am still around. A potato is bad when it is mushy and rotten.

It's basically always safe but depends a lot on your immune system. You can eat a potato that is covered up to 50% with mold. Assuming you don't have that on your hands, you're fine.

When they are bad they stink so bad you wouldn't want to eat them. sometimes if they are left in sunlight they will turn green, people say they are poison but I'm still here. If they are wrinkles and sprouting a a lot they may have an earthy taste but they will not hurt you.They have a lot of potassium, but remember they are simple carbs, and one should not eat many if they are diabetic.

After a couple of weeks they tend to get a soft feel to the touch. Or their "eyes" begin to grow out into roots. If you let them go too long, they start to melt down and spew a really bad smell. One pointer .. they do last longer if kept in the refrigerator. Good Luck ! :)

Assuming you cook it they should be pretty safe. If they are bad then you willnot get close neough to them to cook them - they smelll really awful.
If they grow a little (sprout becuase they were in a light and humid place) you can still ealt them. They willnot taste as good, but they shouldbe fine.

When they are moldy
it ok if they have the roots on them that only happens because of moisture.
