clockwise. You should be able to see that the knob is closer to the pipe when it is all the way in.

If the house is very old, the shutoff might not work. In that case, you will have to find another shutoff, which will turn off water to more of your home. Then install a new packing in the valve, which is fairly simple to do. Most hardware store sell kits, and can describe the process to you. I haven't looked, but I'm sure you could find some information on the internet about it too.

Actually quite a few toilets bibs handles have directional arrows on them.....to shut off the Water..turn clockwise...

to open it again turn it counterclockwise

Lefty loosey, righty tighty. That's the rule of thumb. There are exceptions, such as the blade screw on circular saws, but the exceptions are rare.

Most valves to turn them off you go clockwise and counterclockwise to turn them on

if it is a tap type righty tighty, lefty loosey!! If it is a handle type, the "handle sould be at a 45' angle to the pipe (like L )
