are scientists currently studying on jhow to change the skin color on humans?

To various degrees, yes.

In some cases this is for "Tanning" products (enhancing or deepening the skin color). In some cases it is for the removal of birth marks or age spots (these would lighten the skin).

I think they already know how to do this, at least in Michael Jackson's case. I don't know if they can do light skin to dark skin.
