My guess is the float valve is not shutting off completely when the tank is full. You are hearing water continuing to fill in the tank. It is easy to replace this and a new one can found almost anywhere, even Wal Mart.

If it does this intermittently, the "flapper" may be leaking water into the bowl. When the water in the tank gets low enough, the ball lowers and opens the valve to let water into the tank. It only opens a very little bit and this causes the "hissing" sound you are hearing. You can get a new "flapper" at Home Depot. They are very easy to install. Just follow the directions on the package. Should cost less that $7.

HI, I WOULD SAY YOUR FILL VALVE IS STARTING TO GO BAD, THE BEST ONE TO GET IS A FLUIDMASTER 400A AT YOUR LOCAL HARDWARE STORE. TURN OFF YOUR WATER AT THE VALVE AND TAKE A PAIR OF PLIERS AND UNHOOD THE SUPPLY LINE ON THE LEFT SIDE OF YOUR TOILET. FIRST FLUSH THE TOILET. TAKE A RAG OR SPONGE AND REMOVE THE WATER FROM INSIDE YOUR TANK AND REMOVE THE TAP AABOVE YOUR SUPPY LINE AND PULL THE OLD FILL VALVE OUT, PUT THE NEW FLUIDMASTER IN BY THE DIRECTIONS WITH IT , INSTALL THE SUPPY LINE BACK, TURN WATER ON AND CHECK FOR LEAKS AND THIS WILL PROBABLY WORK, GOOD LUCK.

The flapper isn't being closed properly by the float.There should be a plastic flat head screw on the end of the float rod.Try screwing this in a bit--a small coin should work as a screwdriver.It adjusts the float level.
